    While 34 years isn't a ripe old age, former Wunderkind Jess Merl has been redefining the word entrepreneur for many years starting when he launched not one, but two successful businesses. As a graduate of De La Salle High School, which was made famous in the new movie When the Game Stands Tall, it should probably come as no surprise that Merl's latest endeavor Major League Fantasy, represents his first foray into the tech gaming world. Of course merely entering the "game" in a competitive market such as fantasy sports leagues would not suffice for Merl.  He had to do it differently and, he had to do it better than enyone before him. With Major League Fantasy it appears he has done just that, in that beyond the industry buzz there is even talk about a reality television show based on his company from the Executive Producer of Undercover Boss and True Tori, Greg Goldman.     When I picked-up Geoffrey Tumlin's book Stop Talking - Start Communicating, I was immediately reminded of the Seinfeld episode in which George Costanza found his long elusive success and happiness by doing the opposite of everything his instincts told him to do. The reason for drawing a parallel between Constanza and the Tumlin book is that the book seems to be suggesting that we do the same thing making recommendations that we "play dumb", "be boring", "blow things off" and "don't be yourself".     Over the years I have written extensively about the New Public Management or NPM mindset that first began to influence if not dominate public sector procurement practice beginning in the late 90s. For those unfamiliar with the term, the New Public Management or "NPM" approach was based on the premise that the private sector was more proficient in its purchasing.  As a result, the public sector began to look at emulating private sector practices as a means of achieving better results in key areas including savings. The fact remains that the public sector is notably different from the private sector in several important areas, especially  in terms of procurement - and more specifically relationship management.
