Jesus did more than associate, he welcomed and received sinners. As Luke says it, "Notorious sinners..." What got Jesus in the most trouble was who he welcomed to the table. In fact, what precedes some of the most famous parables on seeking and saving the lost (ie Prodigal Son) is Jesus welcoming "tax collectors and notorious sinners" to the table.
