That is what the Greek philosopher Aristotle said. When the bonds of friendship are strong, there is consent from the governed and trust in the rule of law. When these bonds of friendship break down, however, then there is mistrust in the system that governs them. We are living in a time where these bonds of friendship are breaking down.
