The provisional report, based on a review of more than 99 percent of the birth certificates filed nationwide, counted 3.853 million births last year. That’s the lowest tally since 1987. Births have been declining since 2014, but 2017 saw the greatest year-to-year drop – about 92,000 less than the previous year.

Several foster families rejected Josh Burdall who has a life-limiting, muscle-wasting disease, so mum-of-nine Sarah Ruane, 54, began the adoption process when he was one month old. Seven years on and she is trying to raise funds to find a cure for his condition known as congenital myotonic dystrophy.

In 2014, when it hit a more connected region of West Africa with several urban centers, it spread to more than 28,000 people and killed 11,000 of them.
